Telenor ATM Card Activation for 2018

since many days i was getting mesges from telenor regarding they are offering ATM cards so i decide to get ATM card ...
well i contact with a retailer which is located in Chatta Bakhtawar and he gave me an ATM card of Telenor when i ask him to activate it ... he replied " sir ge card activate nai hu rahy hum say es ka liay aap 3737 per call karin ...
so i call on 3737
after almost 4 min wait i connected with a sleepy agent "XYZ baat kar raha hoon ge farmayeee"
i told him what i want then he replied "mohtram aap retailer say rabta karin wo activate kar kay de gaa hum activate nahain kar rahaay "
what the hellll is going on with this choooor company ... i dont know what i need to do ... ???
